  How to assure broadcast conformity with the loudness meter

  I am not sure about how to use the loudness meter in Vegas Pro 13 and 14 correctly to assure broadcast conformity (EBU R128). Do I need to reset the loudness meter for every subclip or is it enough to run it once on the whole project? I noticed that if I start at a certain clip, the loudness meter exceeds -23 LUFS (Integrated) but running it on the whole project didn’t result in an overboarding peak in this clip. Your help is much appreciated.
