how to assign a mask to an effect?
What is the best way to assign a mask to an effect? Is it to put the mask on it’s own adjustment layer and let the filter do it’s work in the adjustment layer? Is there any way to have a mask function as a filter on the same layer? thanks I am using earlier version of AE.

How to mask the area an effect is applied to on an After Effects layer.
Some effects allow you to choose Masks as controls within the effect (Like Scribble and Stroke effects for example). But if you simply want to mask the area an effect is applied to then apply the effect to an adjustment layer, then mask the adjustment layer to determine the area you want to be affected.
Adjustment layer’s effects are applied to all layers that are positioned underneath them in a composition so you may need to precompose the layer along with the adjustment layer so that it doesn’t affect other layers in your comp.
