I suspect it was done in a 3D app with a hair/fur system, or Vue as you suggest.

It would be a waste to use vue on this. It’s probably Photoshop or even Fractal Noise with some tinting. Google ‘grass, Photoshop and effect’ and see what you come up with.

AAccck. I saw Steve’s name and his reply and I thought I should have another look-see. Yes, it does look realistic. So, yeah, Fractal Noise won’t be an ideal solution.

But a particle system using a custom particle with shading/lighting and perhaps Scatter should do the trick.

Just a quick glance, the rollover effect is what you’re asking about? Looked like simple 2 or 3 frame burst of stills to me. You could do it with Scatter. But don’t forget to at least look at CC Hair, among the less understood and underused filters ever made for AE, second only perhaps to Ye Olde Compound Arithmetic.
