    Not everything can be solved using a plug-in.
    Sometimes you just need to be creative and think a out of the box.
    I was not able to see the first example and from the second I get the impression that you want it to look like your shooting something under water from above the surface. However your description leads me to think that you want the lens to be wet… whichever it is, the following should work:
    You can shoot or buy some fx clips of water reflections over a solid color background (preferably dark)or (for wet lens) water on a window (flat glass surface). This will become your displacement map. Worst case scenario- use a high res still of water reflections. Tweak distortion (displacement) to get the right feel.
    Apply glow with wide radius to soften.
