I’m very new to motion. I’m doing a 2d animation of some sea creatures on a chalkboard. i want it to have a children’s book type look. I’m stuck because i want a squiggle line at the very top to show the scene is underwater. i can’t not figure out how to do the line and make everything under it blue. i would really appreciate any tips! I’m sure this is so simple and just need pointed in the right direction. I’m attaching a photo of what i have on the screen so far if it helps you to visualize what I’m wanting to do

Use the pen or bezier tool to draw a wavy line and animate it with the Wriggle Shape behavior (in the Shape category of behaviors in the Library).

thanks that looks great! is there a way to add an overlay of a low opacity blue on top of the background layer but only the part below the water line?

Draw a closed shape instead of just a line. Choose a blue fill color, and set the blend mode to Overlay.
Apply a Wriggle Shape behavior to the shape.
