How to achieve this effect?
Anyone have an idea about how to achieve the blurring transition effect on this webpage?

It’s a bitmap sequence from After Effects.
Click on one of the buttons to switch the page. Notice the blur/pixel stretch transition.
How do you get that effect? What filters or effects are needed?

If you have the production bundle then have a look at “scale wipe”. If not then You can also use Pete Warden’s free smear plug-in, downloadable here:
Your example appears to have some glow added too.
