i think about freeform and puppet tool but i tried and it’s hard to them is there any other way to do them perfectly ?

Use animated Turbulent Noise or Fractal Noise as a 3D displacement map in FreeForm or FreeForm Pro to achieve the cloth or hair animation you see in these examples… quite easy really.
