  How to achieve this Distortion/Solarized Effect

  I have recently seen a few images around the web where colours have been distorted seemingly from a liquified moire pattern or some kind of solarizing filter. I am not sure if it is a photoshop technique but hopefully someone on the forum could help me get my head around the techniques as I’d like to implement something similar for some animation backgrounds.
