  how safe does broadcasst safe appear?

  i’m playing around with scopo gigio and i’m a little confused: i had heard that if you put a levels filter on an adjustment layer, then set white output to 235 and black output to 16, it will help get your levels to broadcast safe. but i put on the scopo gigio filter after levels to see what it looked like and the waveform monitor reads that the levels are about 92 and 12. and when i turn of the levels, the wave form is 7.5 and 100. so is put on the levels filter overkill? or am i missing something?
