    Camera Mapper – or, extracting objects from still images in Photoshop – creating layers, and manually creating the effect.

    You can create directional blur like this with Trapcode’s Shine, or any radial blur sort of effect.

    The 3d grain thing is just a layer in AE’s 3d space. Take a photograph (or get a stock photograph) of something grungy, colorize it, and place it in AE’s 3d space.

    Agreed on Camera Mapper — it will give you that parallax effect on your ground plane as the camera moves into z-space that you cannot achieve with standard multi-plane animation.

    You can tweak the look of your motion blur quite a bit in the Advanced tab of your composition settings. To completely reverse it, though, I’d animate the sequence backwards, render it with motion blur, re-import the render, and reverse it.
