You could create a lot of that in AE. Effects -> Noise & Grain -> Noise. You could create the mosaics pattern with the Stylize -> Mosaic or by using Noise -> Fractal Noise and changing the noise type to block and adjusting the other settings. However, in this particular video I think the author used the BAD TV plugin package.

If there is a particular effect you want to recreate, it’s possible to do it all in AE. Just tell us the specific time code and someone here will probably be able to help you get the look you are trying to achieve.

Thank you so much! Well I’m in school for video and have to a project
for a commercial of the graphic design department. I shot my footage
with a Canon Mark ii. I made a track in FL Studio that is kinda
pop/hip hop/ dub stepish. The tracks tempo is 140 bpm (which is really
double time) and I’ve cut my clips in Premiere Pro how I want them.
Now I was going to select 4 or 5 clips at a time, right click and open
in After Effects composition and go in there and do my color grading,
titles and effects. I really want to do the things that’s in that
video. I even like where the footage seems to a have a glitch in
certain parts. Any help would be much appreciated. Where can you get
    the Bad Tv pack?

I linked to it above, guess you missed it…here it is. BadTV

It’s $129(you can download a trial), but it’s made from scripts a bunch of scripts and effects within AE. So if you find a look or certain effect that you want to try, let us know and it’s probably very easy to recreate using the standard effects within After Effects.

For instance here is a camera shake/split RGB look I whipped up awhile ago. It’s an old effect where the red/green/blue tubes sometimes would come unaligned. You’ll find stuff like that in the BadTV bundle, but it’s all stuff that can be created in AE.
