How do you do this video effect?

August 19, 2007 at 1:50 pmThe Glow filter, combined with mild desaturation, is where you’ll want to start.
Zenote, Magic Bullet, and New Blue all offer better Glow control than does Vegas, but in any event, that’s where you’ll start.Douglas Spotted Eagle

From the site:
Halovision creates a halo-like aura around objects in the picture. You can use it to simulate paint effects ranging from halo to soft glow, to watercolor.You’ll need to register but it’s free and spam-free.
