    In avid you have a choice of strobing your video in the motion effect window; how do you achieve that in FCP?

    I would use the “Strobe” video filter, myself. 😉

    Effects > Video Filters > Video > Strobe

    BCC has an excellent time strobe effect.

    Also,

    Eureka’s jiggle filter has a black frame feature which you can use without the jiggle.
