How Do They Do This Text Effect?

I was watching this video, was intrigued by the way the text kind of goes into a dissolve effect and then reverts back to normal before it scurries off the screen. Does anyone know how they do this? Yea, like the Gaussian Blur with only a Horizontal blur applied which is keyframed with the movement of the text by keyframing the text position. Very easy to do in Vegas.
