How do I make the background the screen black when I put a picture in?
I’m trying to make the background black and then put a picture over it in a movie. How do I do this?

As long as there’s nothing under the image, the background is black by default.
If you need to, place a section of solid color black on the timline and then place the image on a new track over top of this. -
Sounds like you also want to reduce the size of the video so the ‘black’ shows around the outside of the frame. You do this by using either pan and crop at the event level or track motion at the track level.
