Youtube’s video play is in a 16×9 format and will use any number of formats in that aspect ratio. So any of After Effects wide screen or HD formats will will. If you want your videos to maintain their quality on Youtube I would suggest working in an HD composition (1920×1080 or 1280×720) at 30 frames per second.

When you are finished, open up Media Encoder, import your after effects composition and use one of the youtube compression templates to compress the video for youtube.

I think that the response that you’ve seen from some people is because it seems that many of your questions could be answered by reading the documentation, FAQ lists, etc.

With regard to this specific question: John is right that all that you need to do is to send your composition to Adobe Media Encoder and use one of the YouTube encoding presets there to make your final movie match YouTube requirements. At the beginning of your process, you can make the composition the dimensions that match the output dimensions in these encoding presets.
