here’s one way by using After Effects.. this is for a “first play” motion menu, but no doubt you will be able to modify parts of the process. https://www.wrigleyvideo.com/forum/index.php?showtopic=13770

I have done a tutorial on how to create a basic motion menu menu using photoshop and encore. but i am unable to upload to my web site at the momment, once all is sorted out i will post the link for u.

This is a basic tutorial (and i do mean Basic) but this should give you some more ideas on how to create your own..

If you don’t have after effects it’s fairly simple to do it in PP (or any other NLE).

Import what you want as your back ground from PP as an .avi and import it as an asset, but not as a menu at this point.

In the editing of the menu attach the avi into the properties pallette as the background.
(I’m not 100% it’s in the properties pallette’s, as I don’t have Encore open at the moment, but it is obviously under the edit menu workspace…)

From there you need to go under file and click “render motion menu”. And then when you check the preview you will see the motion of the video.

The render part was the step I was missing the first time I tried one.

If you want video thumbnails that’s a different process, but you still to click render video under file.

Let me know if this helps.
