How do i go about creating this effect?
I tried duplicating the character as a matte layer and adding gaussian blur to it along with negative matte choker, so the layers behind get extended for the dots to overlap along the edges. Yet i was unable to achieve this effect. Can you guys help me here?

I think I’d try CC Ball Action – that should blob the figure. You might need mutliple layers to retain the blurs.
If that doesn’t work, try CC Particle Systems II, that has a Source Alpha Inheritance in the particle settings so will generate particles just inside the figure. With gravity set to zero and large particles, you might get the look you’re after.

sure, the cc ball could work to make the effect, for the glitches efect like scratch u can use fractal noise, play the offset and make your footage as contrast as you can and then you can matte your fractal layer and your footage.
