How do I get this effect box to go back to normal?

What is the problem? What’s not “normal” about it? Are you trying to undock it? Try this:

No the chroma keyer box (the one that’s circled in red and pointed to) is cut off on part of it. I can still use it, but it only let’s me use a small part of it and i can’t move it or anything

Just grab the edge of the window and drag it to the left to expand it. All of the docked windows are resizable by dragging their borders.

Do as John said in his first reply to you.
That is, grab it by those dots and undock it.
Then you’ll be able to resize it so that you see everything.
When you’re finished, either close it or re-dock it.
