How Do I Do This Text Animation?
I don’t know how to explain it, but I want to be able to do this text animation for a lyric video (how it highlights the text) in this video

Make your text in a png with transparent background in a graphic editor. Make a second copy of the same text with a stroke only, or in photoshop a new layer. Layer them over whatever footage you want. Make the stroke visible and use a mask in pan crop to expose over time the portions of the fill layer.
