Check out Ripple Tools 2, part of the fxfactory package from noise industries.
It has an RT repeat filter you could use.You could also do it by simply duplicating the image, at least about 4 layers, have each layer start a little later than the previous ones, and bring opacity down to around 20 to 50% on each, then it’s just a matter of fiddling around with it to get what you need. Adding a camera shake (in X it’s the handheld filter) could also look cool.
