    There are various tutorials around the web but the one’s I’ve seen always result in something that just sounds like normal voice distorted a bit, nothing like the 2005+ era Daleks with the ring modulator.

    An actual ring modulator machine is very expensive. I have seen (or rather, heard) some very good recreations on some videos but have no idea how they achieved it.

    The exact unique sound of the ring modulator can not be replicated, but some adjustments are required to achieve the desired result.

    You can apply a pitch shifter effect to lower the pitch of the voice and create a deeper, robotic tone.

    The use of chorus and flanger modifies the voice to produce a mechanical alien type of sound. Also, use an equalizer to boost the mid range frequencies and cut some high and low frequencies.

    You may have witnessed the frequent use of reverb with Dalek voices to generate eco in sound, and the distortion effect is used for harsh voice.
