So I have tried creating a new sequence of shots that are all 1920×1080 px in size.

However, when I tried creating a new project, I selected the DV – 24p project with a 16:9 aspect ratio.

It seems to be stuck at 1280 x 720 however–when I open up the sequence settings, the option to change the 720 and 1280 are greyed out.

    I am trying to create a composition that can accomodate 1920 x 1080 @ 24?

You cannot change settings in an existing sequence.
If you need a different resolution just make a new sequence with the same project.
Look for a 1920×1080 24 fps preset under avchd.
