    I know how to convert a file to NTSC PAR with Image > Pixel Aspect Ratio > NTSC/DV (.9)

    But how do I tell photoshop to do this for all the selected files I drop on a droplet?

    I’ve looked at the documentation on droplets and they don’t talk about how to get PS to do anything other than the list of Default Actions.

    You can turn any action into a Droplet. Just choose File > Automate > Make Droplet, and choose your action in the dialog (changing the Set if necessary). So for what you want, make an action that converts the PAR (and anything else you want to have happen at the same time), and then make a droplet from it.
