    There are several ways to do this. Here’s a list of plugins that can be used:
    Zaxwerks 3d flag
    FreeForm
    Mesh Warp
    Bezier Warp

    Out of all of the above I would go for 3dFlag.

    You can also just animate a mask.

    if you don’t have any of those, you might try turbulent displace.

    to get you started, try making a solid that is as wide as the comp, but about 25%-33% as high as the comp.

    add the grow bounds effect and increase the pixels value to around 100.

    then add the turbulent displace effect and animate the evolution value. the layer should get rather wavy.

    adjusting the other values turbulent displace settings and layering more solids with varying turbulent displace settings may produce the results you are after.
