    Duplicate the layer, pull a key using Luma to get the highlights, animate a vertical directional blur and add glow. Play around with transfer modes – work at 16 or 32 bit.

    Mask the area as well before applying any blurs.

    Sometime scaling the layer help (vertical in that case).

    A directional blur is the simplest way to replicate that exact effect. However, it sort of simulates a type of lens flare; you might also research flares and the Video Copilot Optical Flare plugins if you’re looking to create multiple effects with that aesthetic.
