How can I re-create this date/time effect?
How can I re-create the date/time effect in this video? The first instance of it comes in between about 20-26 seconds, and again at about 1:56-2:00.

I can easily re-create the wipe, but what really interests me is how the digit that is undergoing the wipe changes into another digit as it is being wiped. It really catches the eye.
Does anyone know how I could re-create this?

You should ask this on the After Effects forum. After Effects text animators make this kind of thing easy.
Here’s a simple example that shows how to do character offsets in After Effects.
