Like most effects, you have to break this down into workable pieces. This isn’t a one-click effect (unless someone out there makes a plugin to do this).
I see color grading, flickering opacity, and some particles to make splotches. There are tutorials out there for all of those elements.

As Michael said, there are several steps to getting this done with just what’s available in After Effects. However, take a look at the Magic Bullet Suite, now called Color Suite – it includes Magic Bullet Looks, which has all of the film look presets you could ever want, plus color correction, and a utility called Misfire, which contains gate weave, film noise and dirt, splotches, and all sorts of artifacts you’d get from old or damaged film stock:

It’s not cheap, but it would save a world of time.
