rent a ‘bullet time rig’ + a crew with experience.
    These effects don’t come cheap!
I’ve never done it but googling gave some options:

what filip is saying is that it is not so much an effect done in post with effect software, but an effect done in production using around 200 still cameras in an arc that are all triggered simultaneously, then sequenced to look like video.

you can read more about bullet-time here:

    https://en.wikipedia.org/wiki/Bullet-time

and i’m sure you’ll find more by doing a search here and on google for ‘bullet-time’

“Porcelana” Wasn’t she the maid in Porgy Tirebiter’s masterpiece, “High School Madness”?

You can fake that kind of stuff with flat photos and moving cameras in AE. It is not the same technology and doesn’t deliver the same visual elegance but it might work. Depends on your client’s need for cool and the budget.

i’ve never tried this effect before because it isn’t too easy, but i think that you should play with some stills and play around with the camera views and try to produce an effect maybe not that good but still a cool effect

This effect is not expensive any more, however, it depends on what you are after.
I charge $3k per day plus post per shot.
I do full 360 degree with a purpose built 360 degree camera stage.
I have spent years working on post solutions and it ain’t easy!
Not many people have truly working systems since most cameras will not synchronise to within millisecond accuracy.
If cameras are not synchronous then you get time jitter and is unlikely to be salvageable in post.
Desire for the effect is still high, however, it seems that people are taking the easy way out with effects with high speed Phantoms and SA2 cameras.
I suppose high speed is less of a ‘black art’ than camera arrays.
