How can I achieve this effect?

Im Luka from Ireland, thank you for reading my post, I am learning After Effects and Premiere Pro and I would like to know the best technique that I can use in After effects to create a certain effect in this video

The effect I am looking for is when the camera zooms very quickly onto the girl (this also happens when the camera zooms to the boy and girl kissing.
there appears to be some form of motion blur to make it seem as if the camera is moving at high speed to get to the people.
I really like this effect and I would really appreciate if someone could tell me the most effective way that I could achieve this?
(I assume it is something to do with speeding up the time, key-framing that moment and brightening it up like a flash, then isolating the girl and motion blurring the people) Its just I don’t know the best way to get this effect?P.s any tips or tricks I should note if I am filming something like this to get these effects or get better would be much appreciated 🙂

Usually it is best to post a time code for the video so we know the exact effect in question. However, if it’s the one I think (it happens in the beginning with the girl) it’s just time remapping. Someone filmed walking up to the girl regular speed, then they put it in slow mo, and sped it up really fast for the zoom, then started using slow mo again.
There are a lot of ways to play with time in After Effects (or premiere pro). If you can buy it, twixtor really is the best for AE, if not, I would use time remapping in AE.

Thank you George, that is very helpful of you, but it I feel the effect is a little bit deeper than time just remapping, I believe if I am not mistaken that there is some kind of motion blur effect and a light flash effect at the moment when the clip is speed up? the question I really ment to ask was, what are these effects at that moment of speed up? and what is the best way I can achieve them? sorry for not posting the time in the video, how vague of me, also thank you for your patience and bear with me as I am just new.

I think you have the right idea. The motion blur is likely causing the effect you want with the light. You can use pixel motion blur for that. What really sells it though is that the actress is totally still during the speed up.
That’s the concept of it, they just happened to have executed it really well.
