I’m putting open captions into a video on V4. I get the process of how to add them and they display in the timeline track and the captions window, but they don’t display in the program monitor over the video. The first caption shows on the monitor as “Type caption text here”, but not the text I put in the caption window. Nothing shows after that. I have everything enabled from the information I have from the tutorials I’ve watched and I think my colors are set right- white text on a black background. I’m copying and pasting the text from a Word transcript file. The frame rate matches. I’m not sure what I’m missing. Do these only display after the video is exported? The tutorials make it sound like I should be seeing them on the monitor as I add them. I’ve attached a screenshot. If there’s anything I need to send to help with troubleshooting, please let me know. Thank you for your help.

Your jpg doesn’t show up. However go to the wrench icon on your program monitor and it will give you a list of options. One is Enable Captions. Not at my computer but if you can’t find it let me know and will send a screen grab

Make sure all your import setting in the caption window are checked and fixed

If you’re working on a PC, I highly recommend abandoning Premiere to do any captions creation. SubtitleEdit is a fantastic program that will very easily allow you to create and customize any type of captions. And once you have an SRT file exported out of SubtitleEdit you can very simply import it into Premiere and add it to your timeline.
