What you have to remember that in NTSC, there’s no real true progressive, only psf which is progressive images getting played back a field at time, so depending on your monitor and the signal being sent by your DVD player, you are probably just seeing the psf as displayed on an interlaced monitor. You have handled all the fields properly in your edit and your encode.
As far as the Apple DVD Player, try toggling the deinterlace feature on and off and see if you get a better picture. For DVD players, try turning on the ‘progressive’ option if they have it.
