    Yep. Make a downconvert any way you like, but make sure you change the timebase to 23.976.
    Ae can do this, export the clip as a QT (ref), set ‘interpret footage’ to 24, create a 23.976 SD wide comp and put your clip in. Scale to your liking.
    Render out to some 4:2:2 codec, definitly NOT to DV. (animation @ 75% is fine, more is overkill)

    Next, you have to slow down your audio to keep in sync. Probably easiest way is to have AE also export the audio.

    Encode this with an encoder that understands 24P and the DVD player will add the pulldown for you.

    You can also have another application add pulldown, but why should you? This gives you way less frames to compress so you can fit way more on a DVD with the same quality.
