That actually crossed my mind, but I figured someone knew the frame rate. It never hurts to be thorough, sorry to not bring it up. i could have saved you some hassle. 23.98 w/PD means 23.98 with pulldown which brings the material into 29.97 fps. Why wouldn’t 23.98 work? Did you use a 23.98 capture preset? If you are fine with working at 1080i then no reason to answer those questions.
