What’s a good KBPS standard to use with HD video. When I choose “project settings” it says 25,000,000. Is that too much? If I am downgrading the footage for standard def 720×480 should I lower the KBPS to around 9,500,000?

I assume you are talking about rendering. It doesn’t matter what format the source is, you should use a template that conform to the format you are delivering in. For an SD DVD use a standard DVD template.
