HD downconvert not working
I have a Decklink HD Pro in a PC with Premiere Pro CS3. Component analog works fine, but when I attempt to output from an HD project the video is scrambled. I’ve set the Output processing to ‘HD to SD Letterbox 16:9’
Do I need a tri-level sync for this to work or could it be something else?—

I had the same problem. Is your project 720 60? The card can’t do on the fly downconverts from that format.

It was actually 720 23.976, but I tested 720 60i as well. Just did a test with a 1080 project and apparently it’s working as expected, but a bummer not being able to monitor/output from a 720 project.
