I’m new to H.264. I’m trying to reduce file sizes for some web videos. I was assuming that if I reduced the frame width and height to 1/2 (640 x 360 instead of 1280 x 720) I would get a smaller file size, but file size doesn’t change at all when I do that. Is there something else I need to change to get a reduced file size using this method?

The bitrate setting determines file size…bitrate is the amount of data in bits for each second of audio and or video. Convert bits to bytes by dividing bits by 8, multiply by 60 for 1 minute.

So if I reduced the height/width by 1/2, would reducing the bit rate by half (or 3/4) result in similar quality video–just in a smaller viewing size?

Your question is at the heart of the art of compression. There are few mathematical formulas, just trial and error. One formula is that both height and width should be divisible by 16.
