GPU not used when rendering to AVCHD

I tried rendering to:
SONY AVC (*.mp4, *.m2ts, *.avc)
template: AVCHD 1920×1080-50iWhen rendering, GPU load is 1% (measured with GPU-Z)
Why is it so? The GPU should be utilized when rendering to AVCHD and apparently it’s not.

I was also very disappointed after buying a brand new nVidia card, not seeing much improvements with the GPU rendering.
It is very likely that the technical design of the renderer is made in such a way that the GPU power is cut down (and mostly unused) by the cost of transferring data from the mother board to the GPU through the bus.
