Seriously, I’ve seen people create some very nice light streaks and glows using small objects and the Echo effect in AE.

It was probably created with Trapcode’s 3D Stroke or with a 3D app (such as Cinema4d) if more control and flexibility was needed.

I am pretty sure it was 3D stroke. It looks like typical 3D stroke with the bend setting on to give it some twirly shape.
