    I’m looking to create an effect that looks like a glitchy video breakdown.

    How would one create a video breakdown effect, like a poor compression overload, as seen in this video around 3:18?

    or you could look into that messy process called “data moshing” which pretty much consists in deleting i-frames (or was it p-frames?) from compressed video.
    Search “how to data mosh” in you tube to start with!
    …maybe there is a plug-in that simulates the effect by now.
