    Too late to dress up the actor, I’m afraid. He is in a chroma background, I forgot to tell that, everything has been correctly keyed out and he already has the texture and color I wanted, so that’s the only thing left.

    Basically I would like to know if there is some way to select an area, expand it and then do the whole raggedy look on the bottom half (I’m guessing it’s done with some kind of fractal noise but i’m really not sure)

    distort>mesh warp will allow you to stretch and distort a layer pretty easily, you can set the rows and columns to make it easier to manipulate.

    and, yes, fractal noise could be used to create a mottled transparency. i would create a comp to use as a track matte with fractal noise on a layer, and the ramp effect on another. then set the blending mode for the ramp layer to hard light to start to create a fade out for the matte.

    bring the matte comp into you ghost comp just above the ghost layer. then set the ghost layer to use the matte comp as a track matte (luma matte).

    You may also want to have the fringing follow the actor as he moves.

    I would try motion tracking the actor’s waist, adding a smooth to the track and then wiggling it very slowly and slightly and using this data to influence the position of the alpha matte. If you need specifics on how to do this I can give you a more step-by-step-ish response.
