July 1, 2007 at 10:09 pmThis would best be accomplished by a particle effect like Trapcode Particular, Particle Playground or Particle Illusion.
Particle Illusion is a stand-alone 2D particle system program that is very adaptable and generates great results if you’re familiar with it, short render times too!
Particular is a more robust plug-in than AE’s default Particle Playground, it renders a lot faster and in ‘true’ AE 3D space (beneficial if there are camera moves), where as Particle Illusion will render a 2D layer. The downside is longer render times than Particle Illusion.

July 2, 2007 at 4:45 pmforget Particular unless you’ve got the money. Forget Particle Playground unless you’ve got the time.
Easily accomplished with Foam or several of the CC particle systems. However, any particle system that requires you to create a believable illusion of smoke is far more difficult than you can possibly imagine.
see also theanvel.com for a tons of great smoke effects that don’t use any particles at all.

This is my standard sigfile so do not take it personally: “For crying out loud, read the freakin’ manual.”

Just FYI, Particular in combination with some of the blur effects (vector blur, box blur as well as the built in motion blur) does a pretty fantastic job of creating believable smoke/steam effects.
You are correct in your estimation of the cost though.

July 3, 2007 at 5:12 pmBack in the Olden Days of CoSA, we answered all of these similar questions (Bonanza-style burning map, smoke, video noise, breaking glass) with the same thing: Go shoot it. Even today, unless you have access to remarkable tools and the time to have learned how to use them. simulated natural effects are going to look faked and baked. The big dogs use sophisticated tools we do not have access to and they have design teams dedicated to realizing the finest realism.
I say, “Shoot it.”
