FX Motion Tracker

I shot a video of a band playing but there’s a sign on the stage that denotes another group that was also playing that night.
Working in Vegas 8 Pro for this project because I can’t get it into FCP and it was started in Vegas before I got my Mac Pro and FCP.
I need to mask out the sign’s face and replace the wording. Can’t get the keyframes to work properly so I found the Boris FX Motion Tracking plug-in. After watching the video on Boris’ site I downloaded the trial version but then it dawned on me that there would have to be motion to track!
That sign is static for most of the clip until the camera zoomed in enough that the sign was out of the video.
My question is if the sign (or object to mask out) isn’t moving then the Motion Tracker Plug-in would not work?
I hope I explained this correctly 😉

The motion tracking feature of FX doesn’t actually need constant movement to work. It’s extremely helpful in scenarios where there is a set space that needs to be keyed out, but it’s not required.
