I am looking to give some footage a dirty street look. Are there any free resources for achieving this?

You could try googling “3D”, “texture map”, “dirt” and “grime”.

A good way to make these is to shoot some dirty streets with a digital camera, then use Photoshop’s offset filter to create a tileable texture. You start with a square image, offset it in both directions so it sort of looks like it’s chopped into quarters, then use the clone tool to smooth the edges in the middle. It’s been a while — you might want to Google “tileable” “photoshop” and “offset”.
