Frames to Jpegs
Is it possible to take a snap shot of a moving frame and make it a still, so that It functions like a Jpeg?

Yes. If you’re using FCP go to: Export>Quicktime Conversion. Instead of choosing some form of movie export, choose still image. Click on options and you can even choose what still format you want.
