Framerate Conversion: 24 fps back to 16 then to DVD.
We have some old footage originally shot on film at 16 fps. It was “rescued” by another group and put into a digital form at 24 fps interlaced (this is not 24p, just normal footage). Now, I’m trying to put the project on DVD.
I’ve done a bunch of tests trying to slow it down and export for DVD, and nothing seems to look right (looks jumpy, funky interlacing). My best solution is this:
1. Capture at 24fps
2. Edit on 23.98 timeline. (I also deinterlaced the footage with Magic Bullet because it looks like every 3rd frame was interlaced.)
3. Export through Compressor at 23.98 fps
4. Put in DVD Studio pro.The footage does look a little fast, but there are no jumpy interlacing problems. I think the DVD may be playing back faster at 29.97, but I’m not sure.
Question: Is there a way to slow down the 24 fps footage to 16 fps, and then convert the framerate to 29.97 for DVD SP? (Note: I am not familiar with how to use Cinema Tools, and did not see anything in it about 16fps.)

I talked to the people who rescued the film again. The film, shot at 16fps, was usually played back at 24fps when it was shown, so they used 24fps and transferred it to 29.975 video using a 3:2 pulldown. I thought they had laid it to tape at 24fps!
So, the simplest thing for me to do, would be to recapture at 29.97, edit, and then export at 29.97, and put into DVD SP.
If I did want to slow the film down to 16fps, what is the best way to do that so that I don’t have ghosting on the images?
