frame sizes and pixel aspect ratios
I have created a composition set to 720×486 and the pixel aspect ratio to 16×9 but it still looks square. what am i doing wrong. iwant to be able to have a comp window that is proportionally 16×9

have you interpreted the footage? when you import it…apple click on file (i assume cntl click or right click on PC) and interpret footage. at the bottom there will be option to change aspect ratio.
