Create the fractal noise effect to the speed that you want….even if it is like 6 seconds or 10, no big deal.
Now precomp that layer and move all into new comp.
Duplicate the precomp and precomp these two layer. Now step into this precomp. Trim one second off the head of layer one, now slide layer two so that frame 29 of this layer lines up with the 3 second mark. Now, add an opactity keyframe to layer one at the 2:01 mark and set opacity to 100. Next, set the opacity to 0 at the 2:21 mark.
Now, hit home and the B key, next go to the 3 second mark and hit the n key….Now right click on the timespace marker at the top of the timeline and select trim comp to work area.
Now go back to your original comp…frame one of the final precomped fractal should look the same as frame 90 (3 secondes)…if it doesn’t, then simply slide the bottom layer around a frame at a time to line it up, but it should work right away.
