    Layer1: a grayscale of the graphic you have
    Layer2: Gradient Map (Make gradeitn White | Yellow | Orange | Red | Black)
    So now should understand the beauty of gradient map.

    Goback to layer 1 make it solid balck. Then choose your dodge tool set it to shadows and use a custombrush that looks like clouds or a sponge. Dab over your black.

    Then make another layer on top and just swirl some thin brush strokes lines, you can use the blur tool at a low setting and blur the lines since they are on their own layer.

    If you have AE look into trapcode shine filter.
