What you’ve got there is more like a flare or a streak.

Regardless, there are many ways to do this. You can use Optical Flares or Knoll Light Factory to make lens flares on the hot points of a video (or an animation you create).

Or you can simply use the Lens Blur effect on something. Or you can use a copy of something with the Directional Blur effect on it set to screen. You know what? Here’s an example: 11462_waterbokehasaeversion12.aep.zip

so what you need is a series of white circles that go in and out of existence plus optical flares using luminance value to create the flares…for the circles i suppose particle world would be the best choice
